Throughout its 75-year history, the University of Denver Graduate School of Social Work (GSSW) has administered countless externally funded projects targeting children and families. The Butler Institute for Families in GSSW aims to build the capacity and effectiveness of family-serving systems.

Position Summary

The Capacity Building Center for Tribes (CBCT) Senior Program Associate II will serve as the Project Director, providing oversight and management of all CBCT grant-funded program activities. The CBCT is a five-year federally funded project to provide technical assistance and capacity building support to all IV-B and IV-E funded American Indian/Alaska Native Tribes across the United States. This cooperative grant with the ACF Children's Bureau Division brings in approximately 3.5 million per year in funding to the University of Denver and is a led by the Butler Institute for families in partnership with the Tribal Law and Policy Institute, Westat and three other universities, including the University of Southern Maine, The University of Montana Native Trauma Center and the University of Oklahoma. This position will work closely with the CBCT project partners, Principal Investigators and evaluation team to coordinate and manage project partnerships, activities, reporting requirements and deliverables. This position must have a deep knowledge of Indian Child Welfare and be able to work collaboratively with project partners, funders and tribal stakeholders. This position requires strategic visioning and management of all day-to-day project activities.

Essential Functions

Stakeholder Engagement and Project Management 

  • Work with project Principal Investigators (PIs) and federal project officer to develop Center Strategic Plan.
  • Work with project partners and consulting organizations to develop and manage project workplans.
  • Provide oversite and management of all program activities.
  • Ensure all federal reporting requirements are met, including monthly, semi-annual and annual reporting.
  • Provide outreach and networking to tribal communities, federal partners, TA and capacity building partners and foundations.
  • Develop and implement communication plan between project partners, consultants and consultant organizations.
  • Work with PIs to develop and implement center dissemination plan.
  • Ensure the communication, coordination and collaboration between the Center for Tribes with the other two Capacity Building Centers (States and Courts).
  • Plan and facilitate team and stakeholder trainings, meetings and events.

Professional Development and Capacity Building Supports for Tribal CW Programs

  • Work with tribal child welfare programs to provide capacity building support and technical assistance.
  • Support the development and delivery of the Tribal Child Welfare Leadership Academy (TCWLA), other professional development programs for the CBCT, and associated coaching and training programs.
  • Support the development of CBCT universal products, tools and resources as needed.
  • Provide capacity building and content knowledge expertise around Titles IV-B and IV-E for tribal child welfare programs.

Other duties as assigned 

  • Participate in GSSW and Butler Organizational Culture and Climate initiative meetings.
  • Other duties as assigned.

Supervisory Duties:

  • Supervision of program associate and assistant level staff.

Knowledge, Skills, and Abilities

  • Ability to provide culturally-responsive consultation and capacity building for tribal child welfare and related human service policy and practice areas.
  • Ability to work collaboratively with tribal, state and federal partners and provide facilitated strategic planning. Must have the knowledge, skills, and ability to evaluate human service policy and programs; to analyze field data; to prepare reports for and consult with tribal public and private managers and leadership. Advanced knowledge of tribal and state child welfare practice and policy, its interpretation and implementation.
  • Ability to learn, reflect, and practice cultural humility with others within Butler and with project partners.
  • Ability to participate in actions steps with colleagues to move Butler to an anti-racist, multi-cultural organization.
  • Effective written and verbal communication skills.
  • Ability to prepare learning and information sharing products, participate in presentations, coordinate and communicate with project team members and multiple stakeholders.
  • Ability to support the development and implementation of action-oriented logic models, research-supported dissemination plans, meaningful peer communities and effective knowledge collection, management, and dissemination structures.
  • Ability to apply advanced project management skills with multiple stakeholders and tasks involved.
  • Ability to tactfully hold project members and leadership accountable to deadlines.
  • Ability to multi-task and prioritize competing timelines and project deliverables.
  • Strong critical thinking and solution-building skills.
  • Advanced Microsoft Office skills, particularly Word and PowerPoint
  • Ability to work independently with support and supervision.

Required Qualifications

  • Masters degree.
  • Minimum of ten (10) years of experience working with tribal or public child welfare programs, including program development and management, service delivery, training, supervision and coaching, capacity-building, and delivery of systems change initiatives.
  • A minimum of five (5) years of experience managing government, community, and/or tribal projects and teams.
  • Experience leading work on government and/or grant-funding projects.
  • Deep understanding of policies, procedures, and funding impacting tribal child welfare programs, including the Indian Child Welfare Act (ICWA), and the ability to apply that understanding in the field related to the operations of tribal child welfare programs and tribal-state child welfare relationships.
  • Advanced knowledge of tribal and state child welfare practices.
  • Ability to provide culturally-responsive consultation and capacity building in tribal and state child welfare and related human service policy and practice areas.
  • Ability to partner with diverse stakeholders.

Preferred Qualifications

  • Masters degree in social science, business or management.
  • Experience with capacity building/consulting with tribal organizations.
  • Advanced knowledge of tribal and federal child welfare policy, its interpretation and implementation.
  • Ability to manage and coordinate large grant projects with multiple aggressive timelines and tasks.
  • Ability to bring together a team of staff, consultants and consulting organizations and create a positive climate of respect, learning, and productivity.
  • Advanced knowledge of organizational assessment, planning and implementation science.
  • Ability to prepare reports for and consult with tribal public and private agency policy makers and leaders.

Work Schedule
Monday - Friday, 8:00 am to 5:00 pm. Evenings and weekends as required. Travel required (15-20%). Full time telework/remote work schedule available as an option.

Salary Grade Number
The salary grade for the position is GE.

Salary Range
The salary range for this position is $88,000 - $93,000.

The University of Denver has provided a compensation range that represents its good faith estimate of what the University may pay for the position at the time of posting. The University may ultimately pay more or less than the posted compensation range. The salary offered to the selected candidate will be determined based on factors such as the qualifications of the selected candidate, departmental budget availability, internal salary equity considerations, and available market information, but not based on a candidate’s sex or any other protected status.
